The Minister of Education, Science, Technology and Innovation, Arbërie Nagavci, participated in the Parliamentary Committee for Education, which today examined and approved in principle the Draft Law on Higher Education, thus paving the way for its first reading in Assembly of Kosova.
On this occasion, Minister Nagavci mentioned the fact that the initiative for this draft law dates back to March 2015, while two versions were drawn up until 2018, which, for various reasons, were not processed for approval.
She emphasized that upon assuming the governing mandate, in less than a year we managed to draft the new draft of the Bill and put it out for public consultation.
Minister Nagavci, then, presented to the members of the Commission some of the innovations brought by this Draft Law, in the drafting process of which all relevant actors were involved, such as: experts from MASHTI, the Kosova Accreditation Agency, representatives of the academic community and the civil society.
Some of the innovations brought by this Draft Law are what Minister Nagavci spoke about:
– Clear criteria for the establishment of institutions in order to exercise activities in higher scientific, professional, artistic education.
– Determining the obligations and duties of the governing structure of public institutions of higher education, ensuring independent and uninfluenced decision-making;
– Determination of minimum standards and conditions for academic appointments;
– Funding public institutions based on performance contracts;
– Establishing mechanisms for ensuring academic integrity: Ethics Committee at the central level, ethics councils in every institution of higher education;
– Verification of academic titles.
The Minister emphasized the importance of this Draft Law for the development of the higher education sector in Kosova and the implementation of the Education Strategy 2022-2026.
