THE ROADMAP FOR PERFORMANCE-BASED FINANCING OF PUBLIC INSTITUTIONS OF HIGHER EDUCATION IS PRESENTED

The Ministry of Education, Science, Technology and Innovation (MAShTI) has presented the Roadmap for performance-based financing of Public Higher Education Institutions, this document was developed in close cooperation between MAShTI and the Austrian Federal Ministry of Education, Science and Research, with the support of HERAS Plus.

On this occasion, the Minister of Education, Arbërie Nagavci emphasized that this document will contribute to the improvement of quality in higher education, which has been put in the center of attention of the Government and is one of the 5 objectives of the Strategic Education Plan for the 4 year period.

Speaking about the work that has been done, the minister mentioned the return of the Kosova Accreditation Agency as an associate member of ENQA, the Draft law on Higher Education and improving planning of new student numbers.

Among other things, Minister Nagavci emphasized that a push to increase the quality in Higher Education is also the increase of the budget for education to about 24 percent for the years 2022 and 2023, that is, about 12 percent for each year.

Minister Nagavci emphasized that performance-based funding is a legal obligation provided by the Law on Higher Education (of 2011) and so far it has never been implemented. She said that this funding way increases responsibility and transparency, because it will push universities to plan carefully and their planning to be in line with national priorities.

The Austrian Ambassador to Kosovo, Christoph Weidinger, also spoke about the importance of this document, who said that Kosovo can gain experience from the way his country finances higher education and for this, they are ready to contribute further.

Elmar Pichl, general director at the Austrian Federal Ministry of Education, Science and Research said performance-based funding models are used in many countries. Sometimes reforms take time, but some cannot wait too long, especially those in education, and he stressed that it is clear that new funding must start now.

Meanwhile, Aqim Emurli, head of the “HERAS Plus” Project, said that the preparation of this Guide has already started in 2021 and that they are ready for the implementation of this project to begin immediately.

The Deputy Minister of Education, Dukagjin Popovci, spoke about the development of this Guide, who said that performance-based funding better meets the needs of public universities.
