Ministry of Education, Science and Technology presented results of the PISA-2015 International assessment, where was assessed, inclusion of the Republic of Kosova in this evaluation process helps the proper orientation of the educational policy of the country.
Minister of Education, Science and Technology, Mr. Arsim Bajrami, in his opening speech said that it is encouraging the fact that Kosova has had a credible assessment and that derived results from this evaluation indicate that education should be treated as a national priority.
Minister Bajrami said that investment in education through greater division from the state budget is an investment in the future of our society.
“Our determination that education to be a national priority must result with a greater allocation of the budget for the education sector. We should not depend on donor support because enhancement of quality in education is a domestic responsibility, and we can take the best practices from them. By allocating more budget, we invest in our future”, said Minister Bajrami.
Minister Bajrami also expressed his confidence that the results of PISA- 2015 will help that in the PISA test 2018, Kosova’s results to be comparable to those of EU states.
Among other things, Minister Bajrami spoke about 5 steps which the Ministry of Education has taken to raise the level of quality in pre- university education, and which are: the adoption of the National Strategy for Increasing Quality, the successful completion of the curriculum piloting process, textbook revision, the drafting of the Strategic Development Plan in Education 2017/2021 and the improvement of legislation.
Meanwhile, the current leader of Capacity Development Program in Primary Education GIZ, Mrs. Dagmar Fuchs-Schmitz said that the time has come for the Government of Kosova to take vital decisions on the further development of education, because countries that have made reforms in education are the most advanced countries in the OECD.
In the PISA 2015 testing are included 28 municipalities, with a sample of 225 schools and 5161 students of 15 years aged, who were tested in science, reading and mathematics. According to the published results, achievement of Kosovar students in science is 378, 347 in reading and 362 in mathematics. Achievement in this test is reported while using average results. The results are standardized with the OECD average of 500 points.
