MEDIA RELEASE

December 4, 2024

The Minister of Education, Science, Technology and Innovation, Arbërie Nagavci, and Deputy Minister Taulant Kelmendi hosted in a meeting today the president of JUESC, Rrahman Jasharaj, and other representatives of the union.

During this meeting, topics related to recent initiatives in pre-university education were discussed, including topics raised by JUESC.

Documents and initiatives for legislative changes must be handled within the legal framework, as any one-sided approach may cause division in teaching staff in schools, hinder the smooth running of the teaching process and not contribute to the common objective of increasing the quality of education.

As is known, during past governments, during election periods, numerous agreements were signed with the union, which produced legal consequences that our institutions continue to face. Therefore, such a mistake will not be repeated.

The issue of salaries for teachers is regulated by the Law on Salaries in the Public Sector (08/L-196) and is determined by the annual budget law. Consequently, the increase in the coefficient also includes teachers.

Regarding the collective agreement, the discussion should not be one-sided or marginalized. This discussion can be conducted by the JIUK and the Economic and Social Council at the government level, once the conditions set by law are created..

The Ministry of Education, Science, Technology and Innovation always remains open to discuss and cooperate with JUESC in accordance with the development and enhancement of the quality of education in Kosova, as well as for the joint treatment of any legal initiative within the legal infrastructure of the Republic of Kosova.
