The Ministry of Education, Science, Technology and Innovation (MESTI) announces that the deadline for registering Early Childhood Education Institutions (EChEIs) in the Voucher Program has been extended for an additional 15 days, until September 23, 2025.
The Voucher Program aims to improve access of children aged 3–5 from families registered in the Social Assistance Scheme (SAS) to early childhood education institutions.
The program, which will be implemented until June 2028, provides for the reimbursement of participating institutions for the provision of educational and transportation services.
Eligible to apply are:
• Private preschool institutions;
• Preschool institutions in public-private partnership;
• Other alternative forms of organization, including community-based institutions.
Inclusion criteria:
• The institution must be licensed by MESTI;
• There must be at least one free place for the registration of beneficiary children.
Expenses covered by the program:
• Monthly payment for early childhood education up to 150 euros per child per month, depending on the municipality and market price;
• Payment for child transportation (only for institutions that provide this service), according to the decision of the Application Evaluation Committee and the road distance.
The application is made only online, through the e-Kosova platform, in the service: Education – Registration of Private Preschool Institutions in the Voucher Program.
The required data for application includes:
• The address and municipality of the institution;
• The number of free places for children, including those with disabilities;
• Information on transportation provision;
• Bank account number.
The Division for Private Pre-University Education at MESTI will evaluate applications based on the established criteria. EChEIs that are already part of piloting in the municipalities of Prishtina, Gjilan and Lipjan should also apply.
