The Ministry of Education, Science, Technology and Innovation, in function of the licensing of pre-university level teachers, has revised and drafted the secondary legislation for this process, where changes are foreseen in several dimensions, including the types of license.
MESTI, through the State Council for Teachers Licensing (SCTL) after drafting the main documents for the system of licensing and career advancement of teachers, has also prepared the electronic system for application through e-Kosova.
In order to provide instructions regarding the implementation procedures and the use of relevant resources and materials, MESTI and SCTL have started joint information meetings in all regions of Kosovo, with representatives of MED, school principals and teachers.
Minister Arbërie Nagavci, officials of MESTII, officials of the Pedagogical Institute of Kosova and representatives of the KosEd Project, in the meeting held today in Mitrovica, together with representatives of the MEDs of this region and other participants discussed the importance of this process, legal changes, shared institutional responsibilities and their implementation.
On this occasion, Minister Nagavci said that the aim of the Ministry of Education was to create greater autonomy in schools, so that schools can complete the first part of the evaluation and there will be no delays like in the past., where a large part of the evaluations could not be achieved due to the limited resources of the Inspectorate, but also to empower schools, because they know best the daily work of teachers and the need to provide support.
Nagavci, among other things, announced that the budget for the allowance that the teachers will receive for the advanced license has been planned, in order to make the licensing process successful, while she stated that MESTI will ensure that we have reliable results and everything to go well in this process.
Acting director of pre-university education, Avni Rexha, emphasized that the advanced license has been welcomed by school principals because the work of outstanding teachers will be appreciated.
Alexis De Roquefeuli from the KosEd Project said that the EU strongly supports the teacher licensing process because it is in line with European practices, especially the part of the advanced license that makes dedicated teachers known in the system.
According to the legislation in force, teachers will be able to obtain three types of licenses: career teaching license, advanced teaching license and permanent teaching license, these licenses are issued for a period of 7 years.
As for teacher performance evaluation (TPE), it has been announced that it consists of internal evaluation and external evaluation, where internal evaluation refers to the process of: self-evaluation, evaluation by teachers, evaluation by the school principal and evaluation by students, while external evaluation refers to the teacher evaluation process by the Ministry and the Education Inspectorate.
