The Ministry of Education, Science, Technology and Innovation (MASHTI) offers full kindergarten payment (vouchers) to beneficiaries of the Social Assistance Scheme (SAS) who have children aged 3 to 5 years. The voucher is offered to attend private kindergartens and licensed public-private kindergartens for the 2025/26 school year, at no cost to parents.
• The program will cover the kindergarten payment for the entire early childhood education cycle;
• Transportation payment for children who are unable to travel, whose distance is at least 4 kilometers from the kindergarten selected in the application procedure.
Families registered in SAS who reside in Prishtina, Fushë Kosovë, Prizren, Ferizaj, Lipjan, Gjilan, Peja, Gjakova, Mitrovica, Vushtrri, Gracanica, Drenas, Shtime, Suhareka, and Klina are invited to apply to the Voucher Program in order to benefit from the program.
Participation in the Voucher Program will not affect benefits from the Social Assistance Scheme.
The criteria for application are:
• The family must be registered in SAS as a beneficiary;
• Have at least one child aged 3 to 5 years old at the time of registration in kindergarten. The child’s age is calculated from the date of provision of the service in kindergarten, not from the date of application to the Program. Consequently, the parent or legal guardian can apply even before the child has reached the age of 3 or 5, starting from 2 years and 6 months up to the age of 4 years and 6 months. Provided that the attendance in kindergarten begins at the age of 3 and ends when the child begins compulsory pre-primary education after the age of 5;
• The child must have his/her residence in the municipality where he/she applies to attend kindergarten.
